How much CSS detail belongs on a front-end resume?

Enough to show you understand layout and architecture rather than only component libraries. Naming a specific problem you solved with CSS, such as a rendering or specificity issue, carries more weight than listing every preprocessor you have used.

Is accessibility experience worth highlighting?

Increasingly, yes. Public-sector and enterprise employers in the UK, EU, and US often have legal obligations, and few candidates can point to concrete remediation work. If you have done it, quantify it.
